Public Notice of Proposed Tariff Amendments for 2026: Change in Demand, and Energy Charges and Revised Tariff Provisions

 The Board of Directors of Alaska Village Electric Cooperative, Inc. is considering tariff adjustments which include changes in Demand and Energy Charges, and modification of some tariff provisions.

The proposed language for the revised tariff provisions include grammatical corrections in addition to substantive language changes.  The proposed substantive language changes have been highlighted in yellow in the Proposed Tariff and include new provisions to allow Prepaid Service, and revisions to when bills are considered past due and delinquent; causes for disconnection;  schedule of non-recurring charges; Community Based Extraordinary Cost Surcharge; and revisions related to the addition of AVEC communities and generating capacities.  An explanation of the proposed changes are contained in this Summary.

The Proposed Rates represent an average increase in non-fuel rates of 4.75% in order to meet increased operating costs.  The proposed rates result in less than a two cent increase per kWh for energy charges and two dollar or less increase in demand charges.  The rate increases are spread across all rate classes and all locations.  If approved, the proposed rate changes would apply to service used on or after March 1, 2026. The specific proposed rate changes for Bethel, Yakutat, and all other locations are shown on the proposed rate sheet.

“All other locations” include Alakanuk, Amber, Andreafsky, Anvik, Brevig Mission, Chevak, Eek, Ekwok, Elim, Emmonak, Gambell, Goodnews Bay, Grayling, Holy Cross, Hooper Bay, Huslia, Kalskag Lower/Upper, Kaltag, Kasigluk, Kiana, Kivalina, Kobuk, Kotlik, Koyuk, Marshall, Mekoryuk, Minto, Mountain Village, New Stuyahok, Nightmute, Noatak, Noorvik, Nulato, Nunapitchuk, Old Harbor, Pilot Station, Pitka’s Point, Quinhagak, Russian Mission, Savoonga, Scammon Bay, Selawik, Shageluk, Shaktoolik, Shishmaref, Shungnak, St Mary’s, St Michael, Stebbins, Teller, Togiak, Toksook, Tununak, Twin Hills, and Wales.

There will be a Public Hearing on February 2, 2026 at 10:00 a.m. via ZOOM teleconference. The purpose of the Public Hearing is for (1) staff to explain the changes to the rates and provisions in the tariff and why they are needed, (2) for members to ask questions and make statements regarding the proposed Tariff changes and (3) for the Board of Directors to consider the information from the Public Hearing in deciding whether to approve, disapprove or modify the proposed changes.

Any member wishing to participate in the Public Hearing should register with AVEC Member Services to be included in the members to be heard.  Member comments should be presented in four minutes or less, additional time may be allowed for response to questions.  The Public Hearing Agenda will be available at the Anchorage office and on the AVEC website prior to the Public Hearing and includes details to access the teleconference.
